Project Execution
- Upon acceptance of the proposal or being declared as the responsive low bidder, SCM will identify the subcontractors and suppliers for the project after evaluating their merits and prices. A project manager and superintendent are assigned to the project. This team, along with the estimator, generates a job cost budget. During this period, the project manager prepares and submits material submittals for the project.
- A detailed CPM progress schedule is generated and critical path activities identified. In addition, job specific QAQC and safety plans are prepared at this time.
- After mobilizing a job, a startup meeting is conducted to familiarize all the players on the Project, Schedule, Safety and QC requirements.
- Progress and QC meetings are conducted every fortnight to discuss the work completed and work to be accomplished for the next fortnight. Any specific issues related to the project are discussed at this meeting and an updated CPM schedule is presented. The government representative is notified and his presence requested at these meetings.
- The committed job costs reports are discussed with the project manager and the superintendent. Cost overruns are reported to management and estimating.
- The management team is closely involved in all facets of the project and periodically checks with customer on the progress.
- Labor, materials and machinery for the project is closely coordinated by the general superintendent.
- Project billings are handled directly by accounting. The project manager furnishes the information on approved percentage completion of the project to accounting.
- The superintendent identifies the “change conditions” at the site and provides his input to the project manager in preparation of a change order proposal.

In the case of a project to be completed in compelling urgency, SCM does have the capability to mobilize employees, material and equipment within a short notice. Its policy is to negotiate in good faith and work as team with the government.
